That was a bumper sticker reportedly seen in Silicon Valley following the stock market collapse of 2000.
The "irrationally exuberant" part came from a speech by Alan Greenspan in 1996.
I like exuberance. It is not something really that would be attributed to me by those who know me but I like it all the same.
One definition I read was "joyously unrestrained." I like that even more. Another was "extreme abundance."
I guess now we must be in a period of irrational despair.

I think I passed through despair and am now living in apathy. :) I like exuberance too although I think I've only been that way a couple times in my life. Like you, it is not a word people would use to describe me.
I was watching the news this morning and someone was talking about we went through a time of financial drunkenness with getting credit and spending money. Now we are in the hung over stage. Heck, I never did get to the drunkenness part as it is let alone the hangover! Seems like I have always had to watch my money as I have never had much of it anyway.
